Your security software might be blocking SteamCMD from accessing the internet or altering files in its own directory.
Once you have applied one of the methods above, launch your dedicated server script again. Look closely at the console logs.
Delete everything for your steamcmd.exe and steamapps folder (if you want to keep your games).
